One of the key objectives in law enforcement and combating cyber threats has become the regulation of liability for online activities. New ways of providing online services have given rise to entirely new types of service providers: network providers,
hosting providers, online platform operators, including providers of online content sharing services and video-sharing platform operators, and digital content providers, who, under the new regulations, become liable for online activities, including
in the context of combating illegal or harmful content. In the new regulatory
ecosystem for the provision of e-commerce services, the issue of establishing operational measures and appropriate procedures has also arisen. A fundamental challenge in enforcing these measures is the verification of internet users’ data, which enables the digital identification of infringers. Apparent anonymity online remains a fundamental challenge for law enforcement in the digital environment. These limitations are effectively overcome by technological solutions, such as those available to NASK PIB as a research organisation, but also as a technological and operational institution. The unique Polish model of cooperation between CERTU and the DNS registry enables a rapid response and a fundamental shift in the digital world when it comes to combating cybercrime.
The new technological order serves as both the premise and the subject of the changes under discussion, which have a fundamental impact on the crucial area of cyberspace and the entities operating within it, whose very existence is underpinned by freedom of speech and the right to privacy.
